(How) Can I convert to Windows Media Player (WMP)?

Please note that these threeTIX pages don't provide WMP. Anyway, here's what I've found out:

Converting DeluxeCD.mdb

There is a tool called Windows Media Player Bonus Pack which can import DeluxeCD.mdb to the WMP database.

Converting CDPlayer.ini

If you have Deluxe CD Player, you can use the tool mentioned above to convert it.
If you cannot convert it to DeluxeCD.mdb (e.g. because you don't have Deluxe CD Player), there is no way known.
